1. Welcome from Debbie Abrahams MP
Debbie Abrahams welcomed and thanked those present.

2. Secretariat: Update of inquiry process to date.
Members present were given an information pack containing timeline, scope, list of individuals and organisations invited to submit written evidence, bibliography for literature review, submissions received.

3. Discussion of content and scope lead by the Chair
i) PW: specifically include devolved nations. DA: regional variations were included in scope. Secretariat: Scottish Directors of Public Health and NHS Health Scotland had contributed to the previous inquiry and had been sent an invitation this time round. Noted that JRF UK Poverty report includes differences by country. ii) Jim Shannon said there was a very good organisation dealing with food banks in NI. JO for the secretariat offered apologies for not including any NI organisations in the invitation. iii) DA surprised by low response rate, in particular absence of representation from activist groups. Recommendations from existing literature for review largely statistical and research based.
iv) PW suggested framing the new report from the perspective of the previous report’s conclusions/predictions.

4. Chair lead discussion on the format and constitution of the oral evidence panels and next steps.
i) Date of oral evidence panels, proposed for Monday 13 May 2019 16.30 – 19.30. PW cannot make 13 &14 May. (N.B. PW/DA have since agreed this will be moved to early June)
ii) Proposal is to have two sessions, one focusing on disability and the other on children. iii) PW: considering the wealth of data start thinking about the next steps for the APPG – environment, housing, transport, etc iv) Groups members present and secretariat will look at literature thematically and also at gaps in the literature to ensure as complete and consistent a picture as possible is created. DA reminded everyone that the European Health Policy Impact Assessment guide (EHPIA) is the standard for the group in designing process and assessing evidence.
